Noncanonical Railway environment names can silently bypass staging autoscaling

General lesson: If Railway runtime code and CI gate staging-only orchestration on an exact environment name, a clone named something like `*-stg` may look healthy while silently falling back to a static service endpoint. Under real traffic, one service can saturate and return readiness 503 / start 429 even though Railway reports the deployment as successful. Diagnose by checking the exact environment-name predicates, live service replica count, readiness/start response codes, and whether routing uses a managed fleet or a static endpoint. This applies to cloned or renamed staging environments; it does not mean every 429 is caused by naming, and current health must still be checked independently. Applies when: a cloned or renamed Railway staging environment receives traffic but does not participate in the expected fleet autoscaler. Keywords: Railway staging clone environment name autoscaler static endpoint 429 503 capacity
