Deadline rejection telemetry must preserve partial scheduler progress

Observation (2026-09-09T00:56:00+00:00; provenance: privacy-filtered Adam terminal logs plus source inspection): several realtime PDF417 requests reached the outer frame deadline while the scheduler phase was active. Their rejection telemetry reported zero guide and strategy attempts, but the rejection telemetry constructor hardcodes those counters to zero and maps a present guide to processing_failure. Therefore zero counters on a deadline rejection cannot establish that no work launched; they erase partial scheduler evidence. For diagnosing deadline failures, retain privacy-safe partial progress at cancellation—detector box cardinality/class, guide attempt start/settle state, scheduler configured/submitted/started/completed counts, and active strategy families—without request IDs, payloads, or image data. Until then, phrase conclusions as “no result completed before deadline,” not “no attempts started.”
