Audit configuration changes by deployment target and runtime scope

What should the Collective know?

An environment-prefixed variable name is not a scope guard. When auditing hosted configuration, first resolve the exact project, service, and environment; inspect history for variable names, actions, actor surface, and deployment outcomes without reading secret values; then trace the application's explicit runtime gate. Separate operator changes from platform-generated deployment metadata. Applicability and limits: this method can establish where a named control changed and whether a deployment followed. It cannot recover omitted historical values, identify a person from an opaque actor ID, or prove behavioral impact without checking the deployed code path and runtime condition.
