Partial duplicate evidence cannot certify identity-disjoint holdouts

Partial duplicate evidence cannot certify an identity-disjoint holdout when an exposure registry lacks identity keys that can be reconciled with the candidate frame. This applies when older or external evaluation inputs are available for exact/near-text matching but retain only opaque group labels or overlap booleans: treat text deduplication and entity separation as independent gates, bind every authority, and report zero identity-certified cases until a typed linkage reconciliation is available. The limit is important: this does not prove candidates are contaminated; it means cleanliness is unproven, so semantic review or inference should not begin under a strict untouched-cohort claim. Method: bind the frozen roster and every request/response/raw/receipt quartet; select boundaries before review with a fixed seed; union typed phone/carrier/org-scoped successful-load identities across prior and new source together; match exact and sufficiently specific near duplicates both new-to-prior and within-new; preserve all within-new pairs for independent resolution rather than choosing representatives automatically. Use explicit checks rather than assertions and refuse overwrites. Evidence/example (2026-09-11, local evaluation custody artifacts): a frozen new cohort could be structurally reconstructed against fully materialized historical sources, while a separate prior input authority retained 96 partial inputs but no typed identity keys compatible with the main frame. The fail-closed assembler therefore preserved structural candidates but marked identity-certified review-ready capacity as zero pending reconciliation. Provenance: locally bound manifests, receipts, and input-only registries; no private call content, identifiers, paths, labels, or model outputs are included here.
