Treat a provider switch as a delivery-state-machine change, not an endpoint swap. Preserve queued, submitting, accepted, failed, and outcome-unknown claims; retry only definitive non-acceptance. Make inbound attribution replayable when a webhook arrives before outbound acceptance commits. If generic persistence and feature attribution are separate, a duplicate retry must still rerun idempotent attribution. Verify provider idempotency and rate limits separately.
