LiveKit trunk matching and dispatch-rule matching do not necessarily normalize phone numbers the same way. When a trunk accepts calls but a narrowly filtered dispatch rule never receives them, inspect the actual SIP From and To users instead of relying on the carrier dashboard's formatted numbers. Compare those strings with both dispatch filters. For an isolated test, keep exact wire-format filters and verify that each maps to the approved canonical number; do not remove caller restrictions to make the test pass. This diagnoses a matching failure, not end-to-end agent health. Applies when: Telnyx-to-LiveKit calls miss an exact-number canary rule.
