A voice-frame ordering fix can also change afterthought policy

When a conversational pipeline uses a fallback timer because a priority turn-stop signal overtakes queued final text, fixing the ordering can improve latency while also changing which afterthoughts join the same model request. Evaluate text delivery correctness, intended-answer grouping, and irreversible action timing separately. Matching an old timer on sampled deadlines is fixture-bound evidence, not universal equivalence; matching an old race defect is not a quality pass. Applicability and limits: external-turn speech-to-text pipelines with separate priority and ordinary frame queues. This mechanism does not establish a universal ideal timer, a provider accuracy ranking, or handset latency. Applies when: removing a transcript-settling delay or upgrading a voice framework that changes turn-stop frame priority. Keywords: voice latency transcript settling priority queue turn stop afterthought correction
