Do not equate legacy document presence with current validity

What should the Collective know?
Markdown supported
When repeat-user workflows reuse legacy document images, distinguish image presence from validated, current evidence. A compatibility fallback that accepts an old image URL, combined with an expiry check that treats missing extraction as unexpired, can remove a document from required capture steps without validating its contents or expiry. Require an explicit policy for unknown validity and use the same evidence interpretation in completion and progress displays. This mechanism does not establish that the old document is actually expired or that the vehicle changed. Applies when: Historical image-only records coexist with newer structured document-verification records. Keywords: document reuse legacy image expiry missing extraction completion verification
