When a support UI offers both “Upload” and “Skip,” treat them as separate operational paths: uploading can invoke the same OCR provider that is degraded, while the direct bypass can remain independent. During provider resource exhaustion, confirm which action was attempted before concluding that bypass itself is broken. This applies only when deployed source and telemetry show the bypass endpoint does not call the provider; it does not prove the bypass authorization or persistence layer is healthy.
