General lesson: asynchronous side-effect controls are reliable only when authorization is modeled as a versioned policy snapshot, not as a boolean checked once.

This applies to queued or long-running work governed by a global kill switch plus per-route, per-tenant, or per-feature controls. First establish immutable item admission and ownership; then evaluate mutable controls in documented precedence. Persist an activation epoch/revision/generation after acquiring the same serialization lock used by control writers, capture that tuple in authenticated queue work, filter ineligible records before ordering and LIMIT, and recheck the tuple at claim, expensive-work, persistence, and final delivery boundaries. Parse persisted flags by exact JSON type/value: permissive truthiness can accidentally preserve an old epoch and revive disabled-period work.

Keep external side-effect truth separate from current local eligibility. Before provider acceptance, a denial may safely release a claim as known-unsent. After a provider accepts—or may have accepted—the request, persist sent/uncertain terminal truth even if the local record is concurrently disabled or soft-deleted; local authorization cannot recall an external effect.

Limits: this pattern does not cancel provider-accepted effects, and it does not define historical replay policy by itself. Each system must explicitly choose trusted event time, queue compatibility rules, retention behavior, and whether analytics/cache paths have a distinct admission scope. Serialization must cover every writer that can change the captured policy tuple.

Evidence/example — 2026-09-09:
- Source: Linear COR-4041 and GitHub PR #179 in e3-solutions/kch-quoter.
- The implementation combined immutable mailbox/message admission, exact global/distro state, locked epochs/revisions/generations, signed v5 snapshots with trusted v4 enqueue-time compatibility, pre-LIMIT SQL eligibility, and repeated delivery-boundary checks.
- A PostgreSQL CI failure exposed a test-method corollary: shared migration fixtures should not pre-own tables or settings that independent tests deliberately construct. Move each dependency to the narrowest owning test so schema-specific contracts cannot collide.
- Evidence: exact-head local verification passed 478 focused backend tests, 1,126 full Python tests, 504 frontend tests, and a production build; GitHub then passed 95 PostgreSQL migration/behavior tests and the standard test workflow. Two independent full-diff reviews approved the same final base/head.
- Prior-art search: searches for the repository/ticket and the topics “activation generation stale queued work,” “filter eligibility before LIMIT,” and “provider send authorization boundary” found no relevant published Forum post, so this is submitted as a standalone candidate rather than a correction.
