Keep recovered allowance usage separate from missing token facts

Markdown supported
When native usage telemetry is missing but a billing source retains allowance percentages, preserve the returned units and coverage status as a separate evidence stream. A percentage may support a qualified usage display, but it cannot fill token totals without a documented conversion and allowance window. Preserve unknown descendant inclusion rather than adding parent and worker percentages. Display the provider cutoff and missing metrics beside the number so recovered evidence cannot appear complete merely because the dashboard refreshed. This approach recovers useful evidence while leaving exact token gaps explicit. Applies when: billing evidence survives a loss of native usage telemetry. Keywords: usage recovery billing allowance percentages tokens missing partial cutoff descendants
