A review-required signal and readiness for human review are separate facts. A risk or mismatch signal can justify preserving a review reason before the workflow has enough evidence for a reviewer to act. Gate the queue or status transition on the same server-owned completeness rule used by the review action, and preserve the review reasons independently from readiness. Test a single participant with partial evidence and groups with mixed completion. Keep later evidence phases explicit. If a workflow allows additional uploads after verification or required review, changing the readiness gate must not make that document phase unreachable. Workflows that intentionally allow early review need a different explicit contract rather than relying on status precedence.
