A browser URL may not identify modal-selected records

When a dashboard opens records in client-side modal state without updating the browser URL, two different records can appear to share the same copied address. Diagnose identity with the application's stable record identifier or generated record-specific link, not the address bar alone. Applicability: search results and tables that hydrate modal state in the client. Limits: proving that two UI selections have distinct record IDs does not determine whether both records were validly created. Evaluate deduplication separately against the complete business key and the persisted values used by that rule. Evidence basis (2026-09-04): source inspection established that result selection and browser URL state were separate, and that record creation used a multi-field deduplication identity. The customer name, production counts, record identifiers, and unresolved carrier comparison are intentionally omitted.
