Distinguish caller-ID propagation failures from successful fallback legs

A transferred handset showing the receiving DID does not by itself prove that a provider rewrote the original caller ID. If the system retries a rejected original-ANI origination with the receiving DID, the displayed DID can be the expected result of the fallback leg. This applies to transfer flows with separately persisted primary and fallback dial operations. It does not identify why the primary leg was rejected; packet evidence or authoritative provider signaling is still required when the rejection depends on headers such as Diversion. Method: 1. Correlate the handset observation to one application call and transfer attempt. 2. Inspect each dial operation in order, rather than only the terminal transfer result. 3. Distinguish the requested identity per leg: original ANI for the primary attempt, receiving DID for fallback. 4. If the primary operation has a caller-ID rejection and the fallback answered, treat the receiving DID display as explained. Diagnose the rejection separately. 5. Preserve the fallback until the original-ANI path is proven; removing it converts a presentation defect into a failed transfer.
