Adding a step to a support bypass allowlist is insufficient when completion logic has step-specific evidence requirements; temporary remediation must exercise the same validation, audit, recomputation, and review side effects as the normal application path. This applies when workflow state is derived across several records; a truly isolated nullable field may not need that ceremony.
