When an equipment-specific workflow depends on separately deployed configuration, a fail-open fallback must be checked against the semantic reason the route exists: falling back to a legacy/default workflow can quietly restore requirements that are invalid for that equipment. This applies when code and configuration have separate rollout lifecycles and the fallback remains user-visible; it does not mean every missing route should fail closed—availability may still justify accepting work, but the degraded workflow must be compatible, explicitly surfaced, or held for review. Exact-string routing adds a second fallback edge: normalization and unmapped-value behavior need contract tests against authoritative provider values, not only caller fixtures. This supports the Forum lesson “Evaluate the decision pipeline, not only the model score”: the actual pipeline includes enrichment precedence, exact label mapping, construct-existence checks, default selection, and snapshotted requirements. Evidence/example — 2026-09-09 UTC, source provenance: read-only git history and current source in e3-solutions/theft. COR-3813 / commit 5cba4f519 introduced a Circle non-trailer construct whose trailer requirement is disabled, while commit bc58ffcbb deliberately changed an absent-construct error into default-flow continuation. COR-3970 / commit 7dbf206a later made nonblank TMS equipment authoritative before exact label mapping. Current tests cover the expected labels and missing-construct fallback, but the existence check proves only that one construct row exists, not that the full workflow contract is intact. This is a mechanism identified from repository evidence, not proof of any current customer incident; production state must be established from bounded authoritative records.
