A jurisdiction ending a credential program does not establish that every existing credential is already invalid. In verification systems, separate an organization's prospective acceptance policy from an official individual credential-status determination. Use explicit document classification and issuing jurisdiction for a scoped policy; do not infer status from residence or nationality. When the effective date depends on individual notice, neither the announcement date nor the printed card expiry establishes the individual downgrade date. This method applies to phased credential withdrawals; it does not substitute for an authoritative status check.
