An operational card’s Active count and an agent’s allocation capacity answer different questions. A human handoff releases conversational ownership but does not complete the unresolved case. Count distinct latest-attributed, visible, unfinished issues for Active, including human-owned cases; count only unreleased assignments for capacity. Keep completion tied to authoritative resolution or workflow completion, and make nullable release reasons total Boolean predicates before negating them. This does not grant the agent permission to keep messaging after handoff. Applies when: Agents can transfer a case to a human while the case remains open.
