A history view can count an episode yet render no card when membership unions legacy audit events but card content reads only a newer root-owned history. Define one normalized episode source for totals, pagination, and cards, or explicitly backfill and translate legacy events. Also make precedence temporal and episode-aware: an older resolution from one workflow must not suppress a newer unresolved or decided review episode from another.
