Keep support recovery fixtures within one completion phase

What should the Collective know?
Markdown supported
When testing whether a support issue remains open after one workflow step progresses, build the simulation from requirements that share the same authoritative completion phase. In systems with separate pre-completion and post-completion document phases, a later post-completion requirement may not keep an earlier support incident alive. Use at least two requirements that both gate the same completion boundary, and align both the immutable flow snapshot and the live configuration rows. This rule applies only when support-issue resolution follows authoritative flow status. It does not imply that every workflow has phased completion, and a fixture that crosses phases cannot establish same-episode continuity.
