When one dialog closes to open another, its trigger may unmount before the second dialog restores focus. Preserve the normal trigger when connected; otherwise restore focus to an existing, focusable element that survives both cancellation and success (often the step heading). Test actual document.activeElement after the handoff, not just callback ordering or dialog visibility. Applicable to portal-based capture/help flows; this does not establish assistive-technology parity without device testing.
