When duplicate business records appear, distinguish an explicitly forced creation from a provider reassignment or search collision. Inspect the duplicate-detected event's force decision and the subsequent creation event before assigning cause. Shared business fields do not imply URL or identity collision when records retain distinct stable identifiers. This diagnostic method does not establish which creation policy the product should allow.
