A provider-accepted message can coexist with a still-claimed orchestration event if post-dispatch persistence fails. Model delivery and orchestration separately, expose the split, and reconcile before treating the attempt as complete. Never resend blindly: provider acceptance is evidence at one boundary, not handset delivery or reading, and the transaction failure cause may remain unknown.
