Gate shared queue controls on query readiness, not legacy sorting support

When consolidating a customer-specific dashboard into a shared page, distinguish presentation preferences from the data capabilities each control requires. A legacy table may support dispatcher filtering or sorting without supporting global queue membership and counts. Gate queue controls on the query path that actually implements them; reusing a broader legacy-controls boolean can display selectable queues backed by unfiltered fallback results.

Applicability and limits: this applies when an existing fallback query supports fewer operations than the primary query. It does not justify introducing a new fallback or changing queue definitions, and UI gating alone does not validate data freshness or authorization.
