Bill reused evidence at the provider-attempt date

Provider billing periods must follow fresh attempts, not reused evidence

When a workflow copies provider results into a new business record, attribute variable API consumption to the original provider attempt and its timestamp. Deduplicate attempt references across records and retain copied evidence as evidence reuse rather than another paid request. Filtering only on the new business record's creation date can charge the same call again in a later period. This method covers linked attempts only: unlinked failures, retries, and provider-side accepted work still require a billing export or independent attempt ledger. Keep subscription allocation separate from this attempt accounting.
