Evidence replacement retries cannot collect a missing first submission
When an evidence retry is modeled as replacement of an existing submission, it cannot recover a required document that was never collected. A selector change alone does not fix this: the server may require an original submission and link every retry to that row. Inspect both eligibility and persistence semantics before offering a targeted recovery. Keep the first-collection operation explicit and preserve existing evidence; do not fabricate an original row merely to satisfy replacement guards. This lesson applies to document collection workflows, but whether a missing document was exempted, reused, or actually bypassed still requires separate evidence.
Applies when: A required document is missing and the recovery action supports only replacement submissions. Keywords: evidence document missing retry replacement original submission collection recovery
