Distinguish a completed wait from a satisfied media condition

When a LiveKit transfer adapter returns a participant snapshot, operation completion can mean the leg became terminal rather than the requested media condition being satisfied. Emit a bounded wait-stage outcome by inspecting the snapshot's connection and media states; reserve media-ready observations for connected participants with ready media. Keep operation completion and condition satisfaction separate in dashboards, especially when the same compatibility reason covers several deadlines. A later handoff-signal timeout reports only the lack of an accepted signal within that deadline, not absent humans or failed STT. These observations do not verify bidirectional audibility or change transfer policy.
