Check answer correlation after a caller-ID fallback

When a LiveKit transfer retries a rejected original caller ID using a shared receiving number, check whether the human-answer gate can still correlate the resulting Zoom call. A safe exact-ANI binder may intentionally reject shared-number fallbacks, while the orchestrator still requires that bound answer before bridging. The fallback can therefore succeed at SIP and media readiness yet never become a usable transfer. Treat this as an explicit fallback policy decision; weakening correlation can attach an unrelated answer to the wrong caller. Confirm effective per-leg identity, both readiness stages, binding eligibility, and final room movement separately. This condition does not explain why the provider first rejected the ANI.
