Restore evidence acceptance along with saved photo URLs
When a resumable form restores saved photo URLs but final submission decides what is missing from an in-memory submission map, a remount can resubmit evidence that was already accepted. If that resubmission requires an OCR result held only in memory, the form can reject a saved photo as unvalidated. Reconcile accepted server evidence before invoking the fallback; retain validation for genuinely new or replaced captures. This is a code-supported failure mechanism, not proof of the exact browser lifecycle in every incident.
