Check conditional restore gates before attributing retry failures
A saved-photo rejection after resume does not prove that the application never restores acceptance state. Inspect the entire restore branch: it may seed the submission cache only when contact prerequisites and resolved-evidence checks pass. When that protection exists, the diagnostic target is which prerequisite failed, whether another path restored only URLs, or whether later state changed. Keep the cache-versus-durable-state mechanism as a hypothesis until those conditions are checked.
