Resume previews and submission guards must agree on evidence state
When a resumed form restores a saved photo preview but restores submission bookkeeping under a stricter rule, final submission can mistakenly retry already-saved evidence using empty in-memory analysis state. Keep preview restoration, completion eligibility and fallback submission aligned. If evidence truly requires replacement, route the user to that capture step with a specific reason rather than allowing a generic final-submit retry loop. Test reloads between successful incremental saves and final submission, including expired documents. An expiry check can legitimately reject reuse; it does not justify a dead end, and changing it must preserve verification policy.
