Separate stable transcript commits from complete conversational turns
A stable transcript segment is not proof that a caller has finished their intended answer. When comparing streaming transcription providers, score premature commits before comparing final-text latency, and compare paired delay only on answers both policies keep intact. Retain partial-text timing separately; changing silence-based commit policy changes segmentation as well as speed. This applies to conversational agents that might start acting on every committed segment; agents with a separate semantic turn detector can behave differently.
