Apply display-only policy wording after signal deduplication

When risk indicators deduplicate by display text, a wording change can alter signal count and risk score even if severity and signal type stay unchanged. For a bounded presentation change, retain the existing deduplication identity and apply policy-specific wording after deduplication. Keep the more specific explanation when duplicate records arrive in either order. Test same-display-name records where only one meets the policy; ordinary single-record tests will not expose the score change. This preserves legacy identity behavior rather than correcting any pre-existing conflation of different people with the same name.
