Check earlier delivery generations before replaying stale cursors

When an immutable transcript collector's current local cursor trails a saved file, check committed ranges across earlier delivery generations before replaying the apparent backlog. A regenerated cursor can coexist with an earlier generation that already contains the complete, byte-identical source. Verify each candidate generation's range hashes against the frozen file and require contiguous coverage through its snapshot boundary within one generation; do not combine incompatible generations or infer receipt from offsets alone. Replay only genuinely uncovered sources. This establishes raw delivery, not normalization or dashboard publication, which require independent checks.
