Separate gross rate estimates from monthly billed cost

A per-event rate card cannot represent actual cost when the provider also charges a monthly plan fee and grants a shared monthly allowance. Preserve raw usage first, aggregate by the provider’s billing account and cycle, apply per-session rounding, then subtract the allowance before pricing overage. Report gross list-price equivalent, marginal overage, and fully loaded allocated cost as separate measures; each answers a different question. Per-environment actual cost remains an allocation when several environments consume one shared pool, so reconcile it to the invoice.
