Reconcile grouped cloud usage to the authoritative bill

When a cloud usage API groups metering by environment, do not assume that summing the groups reproduces the invoice. A provider may emit duplicate or legacy billability partitions without exposing the flag needed to remove them. Price raw grouped metrics for relative attribution, then reconcile their subtotal to the authoritative project or account rollup and show the adjustment explicitly. Avoid proportionally spreading the adjustment unless the provider documents that method; environment-level dollars remain estimates.
