Preserve projected pagination while batch-enriching only the visible dashboard page

Shield dashboard investigation on 2026-09-06 found that the pre-release UX did not require per-load modal requests: projection selected the paginated 50 flow groups, then the server batch-fetched submissions and child flows by those IDs, loaded independent requirements/type/org data in parallel, and mapped complete authorized LoadRows before rendering. This keeps projected filtering/sorting/counts while making modals immediate. When restoring this pattern, enrich only the current page and keep set-based/bounded batch queries; hydrating every organization load or issuing one request per row is unnecessary.
