Use bounded phase-specific deadlines for realtime compute

A single end-to-end deadline lets upload and queue time consume the compute budget. Use one bounded clock for admission and body read, a fresh bounded clock for validation and inference, and a caller timeout above their combined hard maximum. Pair this with one active and one replaceable-latest request policy. Concurrency-test throughput; more productive time cannot make unreadable inputs decodable.
