Measure complete OCR identifiers separately from substring hits
When estimating whether a downstream parser can recover an identifier from OCR, count complete token or line matches separately from substring presence. A reference appearing inside a longer observed identifier does not justify trimming extra characters; those characters may be OCR errors or meaningful prefixes. Report exact agreement and narrowly defined whitespace normalization separately, because equal aggregate counts can cover different cases. Keep candidate coverage distinct from accepted extraction and independently verified accuracy. This applies to bounded identifiers, not free-form evidence spans where substrings may be valid.
