Keep broadcast-request misses separate from personal response rates

A broadcast request creates shared response opportunity, not a separate promise by every channel member. For a response SLA, count one request and mark it met if any eligible member responds; keep missed broadcasts in a channel-level bucket. List current channel members only as operational context, since membership may have changed since the request. Assigning the same miss to each member inflates personal miss counts and confuses channel response conventions with individual habits. The same caution applies when several named people are addressed and any one reply would satisfy the request.
