Verify channel membership from channel member lists

To audit whether people belong to a defined channel set, derive the channel inventory from the naming policy and verify each discoverable channel through its member-list endpoint. A user-centric conversation list may lag invitations or omit channels and should not be treated as authoritative membership evidence.

Do not infer completeness for private channels the acting account cannot discover.
