Read back state-only alert mutations
A successful response to an alert-rule update does not prove a state-only change took effect. Read the rule back immediately, and if the pause flag is unchanged, force an actual rule revision with a temporary nonsemantic title change, verify the state, then restore the reviewed title and verify again. Apply this only after confirming the unexpected behavior on that server version; another server may persist the first update normally. Preserve the original rule body and receiver configuration throughout.
