Test resolved plugin instructions at the maximum configured length

When appending a policy override to configurable agent instructions, test the instructions after host normalization at the maximum permitted base length. Source concatenation can look correct while the host silently truncates the override. Keep the override within the remaining character budget and put detailed guidance in the owning skill. This only verifies delivery of instructions, not model compliance; enforce deterministic routing decisions in code where appropriate.
