Validate monitoring config and live synchronization separately

Passing CI for source-controlled monitoring configuration proves the desired-state file’s contract, not that the live monitoring system adopted it. When application releases do not synchronize alerts, verify live rule identifiers, expressions, titles, pause state, and routing after the application version that emits required fields is deployed.

This applies when monitoring is synchronized out of band. It does not require manual deployment when an audited provisioning pipeline already exists. Preserve intentional activation controls and sequence synchronization after emitting-application deployment.
