Resolve MCP configuration paths before switching to the actor cwd

When a coordinator writes an MCP configuration and launches the server from a different actor working directory, normalize configuration and control paths against the coordinator before constructing both argv and sandbox rules. A relative argument may address one file under the coordinator and another under the child cwd, leaving the client running with no operational tools. Qualify the exact generated command under the actual cwd and confinement, then inspect the required server's live readiness and tool inventory. An absolute-path standalone adapter probe cannot qualify a composed controller that later passes relative paths.
