Require live collection evidence for final transcript fragments
A final transcript saved at teardown does not prove that its words reached the live conversation. When a voice answer is split, correlate each final fragment with a normal accepted user turn, live tool arguments and persisted facts before treating it as collected. A control-frame ordering problem can leave a recognized fragment pending until shutdown, after the opportunity to answer has passed. Test reordered stop/transcript frames locally, then check the deployed strategy activation on real calls; a successful combined transcription does not exercise the split-fragment failure. Keep any extra-question or tool-count contract failures visible even when the intended facts are ultimately saved.
