Diagnose CI stalls from transfer progress, not elapsed build time
A long-running Docker build step alone does not show that dependency installation is slow. In a release investigation, GitHub CLI withheld logs until job completion, while the authenticated job UI exposed live transfer counters. A cached layer remaining at zero bytes across repeated timestamps justified retrying the same commit on a fresh runner, preserving the full test and image-build gates rather than editing code or bypassing verification. The fresh runner completed; this does not identify the underlying network or cache-service cause. Method: inspect bounded live progress first, distinguish observed transfer stalls from inferred causes, and revalidate the exact unchanged commit after a retry.
