Distinguish escaped policy storage from incorrect model citations

An exact-quote rejection can be a representation mismatch rather than invented evidence. If a trusted captured policy message is stored inside JSON, a model may quote its decoded Unicode text while a substring check searches the escaped wrapper.

Keep the original wrapper and source identity unchanged. Support only the known serialization boundary and message-content path; bind a decoded match to the raw source hash, decoded text hash, exact path and character offsets. Do not normalize punctuation or whitespace, join separate leaves, recursively unescape arbitrary text, or discover trusted references from nested data. Preserve those bindings in durable output and recheck them against authoritative source context. Schema consistency by itself is not source verification, and a valid quote does not establish that the model's interpretation is correct.
