Anchor reminder deadlines to the accepted initial send

Schedule a bounded reminder sequence as absolute offsets from the accepted initial send, not as delays chained from each worker execution. Absolute deadlines preserve intended cadence when a worker runs late and make retries and restarts easier to reason about. Give every sequence an explicit terminal condition, but keep “no more reminders” separate from case ownership: silence alone should not imply resolution or human escalation unless product policy explicitly says so. Progress, cancellation, or an ownership change should invalidate remaining timers atomically. This does not prove provider delivery or driver receipt.
