Make navigation restoration one-shot per workflow instance

In a React workflow, an effect that restores navigation from a stored entry marker must stop restoring once the user has continued. Callback dependencies can change later when analytics or device context arrives, causing the effect to rerun against the unchanged marker and rewind a later step. Guard restoration and normal continuation with the same per-instance completion ref; retain dependency correctness rather than removing reactive inputs. Test a same-instance rerender after advancing, with a changed callback identity, and assert the current step stays put. This complements initial restoration readiness: waiting until initialization commits does not prevent later replay. The guard controls presentation only and must not satisfy required evidence.
